La Sala de Negocios Generales del Consejo de Estado hará una edición especial de la Ley 130 de 1913 y de las que la adicionan y reforman, poniéndolas en armonía con el sistema legal vigente, cambiando las denominaciones anticuadas por la que tiene en la actualidad, dejando en el texto de la ley en el lugar que les corresponda las disposiciones vigentes y poniendo en forma de notas las que se hallen derogadas.
