Art. 2. o El producto de los derechos de importacion i alcabala que se causen a deber desde I. o de Enero de 1845 hasta 31 de Agosto de 18583, por las harinas estranjeras que se consuman en la ciudad de Cartajena, se aplica íntegramente a los gastos de apertura del canal de comunicacion entre la bahia del mismo nombre i el río Magdalena, i será puesto para este objeto a disposicion de la cámara provincial.
