" Mientras el Banco cambie sus billetes de acuerdo con lo dispuesto en el artículo 19 de la Ley 25 de 1923 , tales billetes tendrán poder liberatorio ilimitado para toda clase de deudas a menos que por contrato se estipule expresamente otra cosa; serán considerados como moneda legal de oro para todos los efectos penales, y se recibirán en pago de todo impuesto o deuda a favor de los Gobiernos, nacional, departamentales o municipales."
