El Gobierno Nacional, con fundamento en lo ordenado por los numerales 3º y 9º del artículo 150 e inciso segundo del artículo 355 de la Constitución Nacional, incluirá en el Plan Nacional de Desarrollo y de Inversiones Públicas de 1994 y 1995, la ejecución de las obras que se contemplan en la presente Ley.
