Adiciónese a la Ley 551 de 1999 el siguiente artículo:

Artículo 1A. Los recursos de que trata el artículo1º de la presente ley, serán invertidos en un 70% a la construcción de la Ciudadela Universitaria del Cesar, creación de plazas docentes y capacitación para los catedráticos, el 30% restante deberá ser invertido en proyectos de investigación.
