El Consejo de que trata el artículo anterior tendrá el carácter de entidad consultiva en todos los asuntos de aeronáutica que revistan especial importancia nacional o internacional. El Ministro de Guerra convocará el Consejo y le someterá a su consideración los asuntos que han de ser materia de su estudio. El Consejo elaborará su propio reglamento.
