Art. 31. Ninguna contribución, renta, impuesto ó derecho podrá recaudarse, aun en la cuota que la respectiva ley haya fijado, si no se encuentra expresamente mencionada en el Presupuesto de rentas de la ley de Presupuestos correspondiente.
