Declarantes. De conformidad con lo previsto en el artículo 10 del presente decreto, los comerciantes establecidos en la Zona de Régimen Aduanero Especial deberán actuar ante la Dirección de Impuestos y Aduanas Nacionales a través de Sociedades de Intermediación Aduanera o directamente, en los casos contemplados en el artículo 11 de este decreto.
