Finalidad del uso del espectro radioeléctrico en el servicio móvil marítimo. Es deber del Estado, a través de la Dirección General Marítima (DIMAR) y demás autoridades competentes dirigir, coordinar y controlar las actividades y operaciones marítimas y fluviales. En desarrollo de esta obligación utilizará el espectro radioeléctrico para proteger y garantizar la seguridad de la vida humana, y prestar asistencia en caso de emergencia en concordancia con los convenios internacionales.
