La movilización de ganado vacuno y de animales de carga y silla por vías públicas, se hará bajo vigilancia y con seguridades adecuadas, de acuerdo con la reglamentación de las autoridades de la policía. Los animales transitarán por la izquierda de la vía lo más cerca posible al límite de la zona de la carretera, salvo disposición expresa en contrario del Ministerio de Obras Públicas.
