Mientras subsista el estado de sitio, el Gobierno Nacional, constituido en este caso por el Presidente de la República y los Ministros de Gobierno y Defensa Nacional, podrá designar, cuando lo considere necesario, Interventores Especiales en las empresas de servicios públicos, oficiales o particulares, y de carácter nacional, departamental o municipal, a fin de asegurar la oportuna y real prestación de tales servicios.
