Los empleados encargados de visitar oficinas nacionales de manejo que descubran un desfalco o alcance en tales oficinas, tendrán franquicia sin limitación de palabras para comunicar el hecho a los respectivos superiores y para obtener el embargo o secuestro de los bienes de los responsables o sus fiadores. De la misma franquicia disfrutarán los funcionarios que decreten el embargo o secuestro de bienes de los responsables del tesoro nacional.
