Planta de Personal.- El Gobierno establecerá la planta de personal del Ministerio de acuerdo con la estructura y funciones fijadas en este decreto, dentro de los doce (12) meses siguientes a la fecha de su vigencia. Dicha planta entrara a regir para todos los efectos legales y fiscales a partir de la fecha de su publicación.
