Son muelles privados, las instalaciones privadas, legalmente autorizadas, localizadas dentro de las zonas portuarias, habilitadas para el atraque, desatraque, cargue y descargue de embarcaciones, con cargamentos de propiedad del concesionario del muelle, que sean del giro ordinario de su actividad industrial, que vayan a ser o hayan sido transformadas en sus instalaciones o factorías.
