Art. 16. Siempre que un Expendedor de estampillas juzgue que las que tiene en su poder no son suficientes para el trimestre siguiente, pedirá las que le falten al empleado que debe proveerlo de ellas con la sulicipacion necesaria, de manera que no tenga necesidad de habilitar papel sino en el caso de que á pesar de haberlas pedido oportunamente lleguen á faltar. Art.17. Por la Secretaría de Hacienda se dictarán las providencias necesarias á fin de que este decreto empiece á regir á más tardar el 1.° de Enero entrante.
