Autorícese al Gobierno nacional, para que, a través del Ministerio de Cultura, Ministerio de Educación y la Imprenta Nacional de Colombia, publique un libro biográfico relativo a los héroes llaneros de la Independencia y al prócer neogranadino Juan Nepomuceno Moreno, el cual será distribuido en todas las bibliotecas públicas del país para que las generaciones conozcan la importancia de estos héroes de la Patria.
