Las erogaciones que demande esta Ley serán incluídas por quintas partes en los presupuestos de la actual y de las próximas vigencias económicas, hasta completar la suma en referencia, y el Gobierno Nacional queda ampliamente facultado para hacer los traslados y para abrir los créditos que estime necesarios para la mejor ejecución de este mandato legal.
