Las comisiones de estudios se otorgarán bajo las siguientes condiciones: 1. El plazo no podrá ser mayor de doce (12) meses, prorrogables hasta por un término igual, cuando se trata de obtener título académico, salvo los términos consagrados en los convenios sobre asistencia técnica celebrados con los gobiernos extranjeros u organismos internacionales. 2. El pago de sueldos y gastos de transporte se regirá por las normas legales sobre la materia y las instrucciones que imparta el gobierno.
