Las primas de cambio sobre giros al Exterior y el impuesto sobre los mismos giros, por cada dólar o su equivalente en moneda extranjera, de que tratan los Decretos números 2078 de 1940 y 1498 de 1942, se cubrirán por los distintos Ministerios y Departamentos Administrativos, con la apropiación del respectivo servicio a que se destina cada giro, cuando tales impuestos sean de cargo del Gobierno Nacional.
