Derechos definitivos. Cuando la Dirección de Comercio Exterior, previa investigación adelantada por la Subdirección de Prácticas Comerciales de conformidad con el siguiente artículo, determine que los derechos antidumping pagados por el importador son superiores al margen real de dumping, dispondrá la devolución del exceso correspondiente, conforme al procedimiento señalado para las revisiones por cambio de circunstancias que resulten aplicables. La devolución en mención se efectuará por parte de la Dirección de Impuestos y Aduanas Nacionales (DIAN).
