Art. 4.° Si se giraren Libranzas contra un Cónsul, se afectará la cuenta de "Libranzas" y se abonará la de "Caja;" y al contrario, si el Cónsul fuere el girador. Cuando ocurra este último caso, se observará lo dispuesto en la reforma 91. a del citado decreto número 463, por ser necesaria, además la previa autorización de la Secretaria del Tesoro para el giro de Libranzas.
