El Ministerio de Agricultura y Desarrollo Rural señalará las condiciones bajo las cuales se otorgará el visto bueno de que trata el artículo 2° del presente decreto, teniendo en cuenta los lineamientos adoptados por el Consejo Superior de Comercio Exterior y en especial la necesidad de garantizar un inventario de leche en polvo no inferior a 6.420 tonelads, con el fin de asegurar el adecuado abastecimiento del mercado nacional.”
