Facultades de fiscalización y control . La Dirección de Impuestos y Aduanas Nacionales dispondrá los mecanismos y lugares de control en la Zona de Régimen Aduanero Especial y podrá determinar las vías y rutas por donde pueden circular las mercancías extranjeras dentro de la zona. Igualmente, realizará los programas de fiscalización que permitan verificar el cumplimiento de las obligaciones contempladas en el presente decreto.
