º Criterios de clasificación . La clasificación de un funcionario en cualquiera de los grados y niveles disponibles, se hará por la Dirección del Instituto en consideración a la preparación académica y a los méritos del funcionario previo concepto del Comité de Clasificación de que trata el artículo 16. El grado asignado no podrá ser en ningún caso inferior a los mismos establecidos en el artículo 4º.
