º. Revístese al Presidente de la República de facultades extraordinarias, por el término de un año contado a partir de la fecha de promulgación de la presente Ley, para que dé cumplida ejecución a los mandatos concretados en los artículos anteriores. Los Decretos que se expidan con este propósito deben ser consultados con una Comisión Especial integrada por tres (3) Senadores y tres (3) Representantes designados por las Comisiones Terceras Constitucionales de una y otra Cámara.
