Las reclamaciones que individuos extranjeros presenten contra el Gobierno de la República por empréstitos, suministros, expropiaciones ó daños materiales causados á sus propiedades, proveniente todo de la pasada rebelión, serán consideradas todas administrativamente. En consecuencia, el Poder Ejecutivo, por conducto del Ministerio de Relaciones Exteriores, fallará en cada caso de acuerdo con las prescripciones del Derecho Común y del Derecho de Gentes.
