Art. 2.° Autorizase á la Dirección general de Correos y Telégrafos para que por si ó por medio de la Administración general de Correos nacionales, y con aprobación expresa del Sr. Ministro de Gobierno, celebre contratos provisionales para la conducción regular de los correos nacionales en las líneas que á juicio de ella fuere necesario.
