Si el número de edificaciones de alguna importancia lo justifica, el Gobierno podrá contratar con alguna casa constructora competente la construcción de las obras. En los contratos que se celebren se tendrán en cuenta las rebajas en los derechos de aduana y en el transporte en el Ferrocarril de Nariño, para los elementos destinados a las construcciones.
