Art. 4° Para atender al servicio en los Departamentos del Presupuesto que transitoriamente han quedado suprimidos, así como en el caso de deficiencia de los créditos abiertos por el decreto de que trata el artículo 1° de la presente ley, el Gobierno abrirá los necesarios, cuando lo estime conveniente, teniendo en cuenta los recursos de que pueda disponer.
