Intervención funcional oficiosa . La Contraloría General de la República podrá intervenir en cualquier tiempo en los ejercicios de vigilancia y control fiscal a cargo de las contralorías territoriales de manera oficiosa, desplazándolas en sus competencias y asumiendo directamente el conocimiento de los asuntos objeto de intervención, en virtud de la prevalencia que ostenta sobre aquellas, con sujeción a las reglas de lo dispuesto en los siguientes artículos.
