Provisión de los empleos por vacancia temporal. Los empleos de carrera, cuyos titulares se encuentren en situaciones administrativas que impliquen separación temporal de los mismos, sólo podrán ser provistos en forma provisional por el tiempo que duren aquellas situaciones, cuando no fuere posible proveerlos mediante encargo con empleados de carrera.
