El Gobierno Nacional solamente podrá delegar la facultad de construir y administrar esta obra en las Juntas ad honorem de que trata el artículo 12 de la Ley 70 de 1916, mediante las obligaciones prescritas de ajustar estrictamente los trabajos a los estudios técnicos correspondientes, y de rendir mensualmente al Departamento de Contraloría de la República, las cuentas de la inversión de los fondos que se suministren con tal objeto.
