Estas comisiones recetarán y tratarán gratuitamente a los niños de las escuelas y a los enfermos pobres de los territorios comprendidos por los Municipios arriba mencionados; dictarán conferencias sobre higiene y profilaxia individual y colectiva; investigarán las condiciones sanitarias de Casanare y Arauca, y rendirá cada una a la Junta Central de Higiene y Sanidad, un informe trimestral que comprenda sus observaciones y la estadística de sus actividades.
