§. No obstante esta disposición, las espropiaciones de ganado i cualesquiera otras que se hayan hecho o se hagan por vía de hostilidad a los enemigos armados del Gobierno o a los que hayan tomado o tengan parte en la revolución, ya sean nacionales o estranjeros, se imputarán a los gastos de guerra con que dichos enemigos deben contribuir.
