Las sanciones establecidas en los artículos precedentes serán impuestas, mediante resolución escrita y motivada, por los comandantes de estación de la Policía Nacional, con grado no inferior al de Capitán, quienes conocerán a prevención. En los lugares donde no existan dichos comandantes serán competentes los Alcaldes o los Inspectores de Policía, respectivamente.
