Art. 2.° Las leyes que el Congreso espida en cada año, serán numeradas de modo que las de cada uno formen una serie ordinal que comience por el número 1.°; i la cita de ellas se hará así: "Lei 1.ª" (2.ª, &c.) "de tal año."
