Los miembros suplentes de la Junta Directiva pueden ser convocados a sus deliberaciones, aunque concurran los principales, si la importancia y trascendencia del asunto que se vaya a tratar aconseja su presencia, a juicio de la Junta o del Ministro de Comunicaciones. En tal caso tendrán voz, pero no voto, y devengarán los mismos honorarios que los principales.
