El Gobierno nacional dará cumplimiento a esta ley, en el marco de las competencias establecidas en la misma, consultando la situación fiscal de la nación y la disponibilidad de recursos y deberá ajustarse al Marco de Gasto de Mediano Plazo de cada sector involucrado en consonancia con el Marco Fiscal de Mediano Plazo y las leyes orgánicas de presupuesto.
