E el caso de que el consejo de Ministros no pueda reunirse para dar cumplimiento a los artículos precedentes de este Decreto, antes de que expire el mes durante el cual deberá efectuarse el acuerdo se declararan autorizados para el mes siguiente los gastos comprendidos en los incisos a) y b) del primer párrafo del artículo 3°.
