Art. 4. ° Las disposiciones del decreto número 167 de 7 de marzo del presente año sobre materias de enseñanza, comenzarán á surtir todos sus efectos y serán obligatorias para los alumnos matriculados que en 1882 inicien su carrera escolar. Publíquese y comuníquese á los Gobiernos de los Estados.
