Las prestaciones de que tratan los artículos 5° y 6° de la presente Ley, se reconocerán únicamente a los funcionarios y empleados que al entrar ella en vigencia, se hallen en ejercicio de sus funciones en los respectivos cargos o en uso de licencia legal.
