Art. 86. El Ministerio o el Subsecretario puede encargar a cualquiera de los empleados subalternos el cuidado especial de la biblioteca del Ministerio, el manejo y distribución de los útiles de escritorio y cualquiera otro asunto y ramo especial, como mejor convenga al buen servicio público.
