El Gobierno procederá, por contrato ó administración, á abrir un camino de herradura que, partiendo del Corregimiento de Fundación, en la línea del ferrocarril de Santa Marta, termine en la Sierra Nevada de Santa Marta, en el lugar denominado Puebloviejo, de jurisdicción del Distrito de Valledupar.
