La organización interna del Instituto es función privativa de la Junta Directiva del mismo, la que deberá obtener la revisión y concepto de la Secretaría de Organización e Inspección de la Administración Pública, y actuar de conformidad con el artículo 24 del Decreto 3130 de 1968.
