No podrá recaudarse durante cada período fiscal ningún impuesto o contribución que no hubiere sido incluído en el presupuesto respectivo. Tampoco podrán los Gobernadores y Alcaldes efectuar ningún gasto que hubiere sido incluído en el presupuesto, ni exceder la cuantía en él determinada, salvo que las apropiaciones correspondientes se adicionen debidamente.
