A partir de la vigencia de 1949, el Congreso votará anualmente las partidas necesarias para que sean transformadas las Escuelas Industriales de Bogotá y Medellín en Institutos Técnicos Superiores, con la apertura de los cursos para técnicos. Asimismo, tan pronto como sea posible, se procederá a establecer en estos Institutos Facultades Técnicas que, cuando llenen los requisitos de esta Ley, se convertirán en Universidades Técnicas Nacionales.
