El Registrador Nacional del Estado Civil será elegido para un período de cuatro (4) años, que comenzará a contarse a partir del día primero (1º.) de octubre de mil novecientos noventa (1990). El Registrador tendrá la misma remuneración que la ley señale para los Magistrados del Consejo de Estado y tomará posesión de su cargo ante el Consejo Nacional Electoral".
