° Será competente para refrendar en la forma indicada la declaración sobre origen de la mercancía, el Cónsul colombiano a quien corresponda visar la factura consular, de conformidad con el artículo 409 de la Ley 79 de 1931. Igualmente, a falta de funcionario consular colombiano, podrá efectuarse tal refrendación de acuerdo con el artículo 411 de la misma Ley.
