A partir de la vigencia de este Decreto, no menos del cincuenta por ciento (50%) de los Ministros Plenipotenciarios que presten sus servicios en el exterior, deberán designarse entre funcionarios pertenecientes a la Carrera Diplomática y Consular, a medida que se presenten las vacantes y siempre y cuando exista personal escalafonado.
