Cuando las Asambleas, a iniciativa del Gobernador, hagan obligatoria una Asociación de Municipios, el Departamento deberá transferir a ésta el diez por ciento (10%) del valor del impuesto de timbre sobre vehículos automotores que le fue cedido por la Ley 14 de 1983. Si las Asociaciones obligatorias fueren dos o más, la transferencia aquí ordenada será del veinte por ciento (20%) y se distribuirá entre dichas Asociaciones, en proporción a su población.
